CCAG urges countries to go further, faster – and make climate plans work for people, economies and the planet

With current national plans leaving the world on track for 2.7°C of warming, a new report from the Climate Crisis Advisory Group (CCAG) sets out a compelling case for countries to raise ambition and act now.

It calls on policymakers to take four urgent steps:

  • Raise ambition in NDCS ahead of COP30
  • Back up targets with delivery, turning commitments into real-world action
  • Invest in solutions, avoiding over-reliance on unproven technologies 
  • Frame climate action as smart economics, boosting resilience, growth and wellbeing


The report challenges the narrative that climate action is a costly burden. Instead, CCAG believes well-designed NDCs can unlock substantial co-benefits – from new jobs and investment to cleaner air, improved health, and stronger energy security.

With global temperatures still tracking far beyond safe limits, CCAG’s world-leading climate experts stress that increasing climate ambition is not only essential to avoid the worst impacts of climate change, but also an economic necessity. 

The report assesses the climate plans of the UK, Brazil, Canada and Saint Lucia, measuring them against four conditions for ‘high ambition’ NDCs:

  1. Equitable Delivery: Climate action must benefit all communities, with fairness and accountability
  2. Effective Implementation: Ambition must be translated into action through clear policies, transparency and public engagement
  3. Climate Finance: Resources must be mobilised at speed and scale to drive a fair transition from fossil fuels to clean energy, supporting both short-term prosperity and long-term resilience.
  4. Practicable Solutions: Immediate, proven strategies must be prioritised to deliver rapid emissions cuts and protect communities from escalating climate impacts.


Commenting on the report, Chair of the Climate Crisis Advisory Group, Sir David King, said: 

“Ambitious climate action is not a burden – it's an economic opportunity countries can't afford to miss. While sceptical voices grow louder, the urgency and necessity of strong climate commitments has never diminished. The window for meaningful action remains open, offering both developed and developing nations a clear path to sustainable growth, job creation, and enhanced resilience.

“Current national plans remain inadequate, leaving us on a trajectory towards around 2.7°C of warming by 2100. With COP30 approaching, nations must finally deliver on their promises – delay is no longer acceptable. Raising ambition now is essential, not only to ensure a safer future but also to unlock prosperity and security today.”
